Two candidates were elected to borough council seats in Mercersburg and Waynesboro as a result of write-in votes in the Nov. 8 municipal election.

But things are not so clear in Mont Alto or Orrstown.

The Franklin County Board of Elections certified election results at 4:20 p.m. Monday.

Barb Rotz and Rich Lee each received three votes for an open four-year seat on Mont Alto Borough Council.

"The Election Board will cast lots in the next two weeks," Deputy Chief Clerk Jean Byers said.

Beverly A. Spicer and James A. Eck Sr. also won four-year terms on Mont Alto council. Theirs were the two names listed on the ballot. Dennis W. Monn, whose name was also on the ballot, won the two-year seat.

Orrstown apparently will have a full council as voters wrote in names for four council vacancies. One race will be decided by casting lots unless one of the candidates petitions the board by 4:30 p.m. Monday to consolidate his votes under a single spelling of his name. Mike Richardson and Wayne Fogelsanger each got two votes for the two-year seat. Richardson got another two votes under different spellings.

The three winners for four-year seats on Orrstown council were Douglas Prowant (six votes), Fogelsanger (five) and Samuel Rock (four).

Winners in the general election need not tally a minimum number of votes.

In Waynesboro, borough building inspector Mike Cermak tallied 146 votes under a single spelling
